Civility and Respect Pledge

The Civility and Respect Pledge is designed to foster a positive environment in local governance by ensuring that all council members, clerks, employees, and the public are treated with dignity and respect. It seeks to combat poor behaviour that can undermine the effectiveness of local councils.

Growing concerns about bullying, harassment, and intimidation in parish and town councils prompted leading sector organisations to unite to form a Civility and Respect Working Group.

Key Commitments

By signing the pledge, councils agree to:

  1. Treat all individuals—councillors, clerks, employees, members of the public, and volunteers—with civility and respect.
  2. Address issues of civility and respect proactively, seeking professional help when necessary.
  3. Promote a culture change within the local council sector to eliminate bullying, harassment, and intimidation.
